Photo Compare -- Related..?

I posted these on another forum, but for those that may not have seen them, please study the following 2 photos.

Are these 2 related..? If so, what would you guess the relationship to be..?

They were taken at approximately the same ages, although the two are approx 7 years apart. They are NOT the same person. Any guesses (if you know, please don't spoil it)..?
