1906 marriage act #70 from Ariano di puglia

at the bottom, under "L'Ufficiale dello Stato Civile"...to what is it referring?

If I am reading accurately - the deletion of number 5 words from line 32 is approved ....

Yes, that's correct. It looks like the official signed off before he had completed the record. He is referring to the words that he has encased there in a box.
