Santa Rizzo birth record declaration

Hi, Forum-

Can someone please translate the bottom part of the declaration for me? Does it explain why the father was not present in appearing (the midwife appearing instead)?

See Record No. 277 dated 21 Apr 1894 for newborn Santa Rizzo.

The midwife appeared to make the declaration because she assisted in the birth, and in place of the husband of Miano, who could not declare because he was faraway/absent from the town.
