Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

How does Italy record/documents when an Italian immigrates to another country and then returns back to Italy at a later date?

To qualify for health care you must register at the comune on return to Italy. If you are talking about years ago then they would still have to register their residence at the town hall in order to vote, pay taxes, etc.
