1870 birth of ??

I was looking for the 1870 birth record for Felice Migliarese and came across this which doesn't look like it but I do see the names Giuseppe Migliarese (who would be the baby's grandfather) so just in case, can someone please help me understand what this record says.

Found another and it looks like Giuseppe is somehow involved in the birth of someone's baby, but in what capacity?

Giuseppe Migliarese (son of deceased Raffaele), and Raffaele Migliarese (son of Domenico) are witnesses to the recording of this record. Usually witnesses to birth records just happen to be at the town hall at the time. Since Giuseppe Migliarese is a Municipal Guard, he would likely show up on many records as a witness.

IGiuseppe Migiarese, son of deceased Raffaele Migliarese, is a witness to the recording of the birth. Not involved with the birth.

That's what I kinda figured. Good to have confirmation. But what is a municipal guard and how do you come by that position? Do you know?
