First:

Are they correcting it to January 1 of the following year?

Second:

The correction in 1906 is that his mother's name is just Panissidi and not Panissidi Marco?

The annotation has nothing to do with that last record. The official is just signing off the death register of that year.

Yes, you are correct. Mother's surname is just Panissidi.
