I discovered a relatively recent added listing for the civil records of Afragola, Naples, Italy in the catalogue search as below:

When logging into my account from home the "Format" column shows the camera ICON with locked Key for all of the listing on 11 pages. When logging in at a dedicated FamilyHistoryCentre library nothing at all appears in the Format column
It appears there are no available images for the records listing on the site, nor do any film numbers appear. However a unique "Image Group Number (DGS)" does appear for each.
There is also this note:
Digital images of originals housed at the Archivio di Stato di Napoli.
Births, marriage banns, marriages, deaths, supplemental records, indexes
Nor do those images appear in the Antenati site, certainly not all of that complete listing...
Can this still mean they may eventually become available on the FamilySearch site, otherwise why have them listed there with an DGS number ?? Does anyone have any insight to this scenario
The records are voluminous, and include recent years as well
It is improbable the Naples archives would provide access to all of this

We do not own any of the records but have legal agreements with the owners about how we will display their records and to whom we can display them. We do not make those guidelines, but the custodians do. We are obligated to follow their desires. Some records are unavailable for display for some of the FamilySearch users. They do not give us a reason why, we only comply with their requests. They can take the records off-line from one moment to the next without any prior notice, so we have no control over their decisions.

Family history centers were, and probably still are, manned by volunteers, so their hours of operation are volunteer dependent. Even if a volunteer is scheduled to open the center at a particular time, sometimes unforeseen things happen, which present him or her from doing so, and they may not get a chance to get a replacement. I haven't been to one in many many years, so I can give you specifics about when I did frequent such centers, but I can't promise that what I tell is true today.

FamilySearch has asked that I complain through their feedback such that they should reconsider the automatic displaying of the message that the images are available at the library/centre, when in fact , often they are not, but discovering this only after you get to the library

From home, some of the listings do not even show a camera, but most do.
Are you sure that ALL the listed items did not show the camera?

I was excited because it shows Fogli di Famiglia, later vitals, Liste di Leva, and 100 year Indices... etc
The old Afragola series is still there under its other link, and accessible, but it the images are quite disorganized and messy to navigate, some are missing, etc...

The "camera with key" icon can be misleading. Behind the scenes, there may be one or more of the following access permissions associated with a particular DGS item:
UNREST - Unrestricted access
REG_PAT - Only accessible when logged in
AFFILIATE - Accessible at a FamilySearch Affiliate Library
FHLC - Accessible at a Family History Center (FHC)
LDS - Accessible online by LDS members
NO_ACC - No online access (Family History Library / microfilm only)
Typically the camera with key icon has one or more of the last four access permissions.
The fogli di famiglia items all are marked "No Access", probably because they might contain birth records less than 100 years old, which generally are not publicly available for Italian documents. Compare to the regular B/M/D records in the same catalog entry. So the only way to see these is pulling the physical films in Salt Lake City (actually they are in the vault so would have to be requested in advance).
