Maternal grandfather came to U.S. to work on railroads. I have his boat passenger receipts.
Once was in 1920, then in 1930.
While he was stateside, my mother was born in Italy.
I have her certificate of CITIZENSHIP, ISSUED in 1953 when she finally arrived in the U.S., that states she was granted citizenship on her birthday July 1930.
I also have a PETITION FOR NATURALIZATION of the same grandfather in Chicago, 1960. How can this be? How was my mother granted citizenship upon her birth when it appears her father did not have any citizenship at the time?

It wouldn’t be possible.
You need to check further. Are you certain that the Petition is for you gf, and not someone with a similar name?
Have you checked with USCIS to determine if they have naturalization records for your gf? (You may want to check NARA as well.)
If it turns out that your gf did indeed naturalize before his daughter was born, she may still have retained Italian citizenship through your gm.
