I am unclear about what this is saying. A complete translation is unnecessay -- a general idea would beappreciated along with pertinent details such as age, info on mother, any spouse, I do know father Pellegrino is dead.

'ai germani' does this mean Pasquale, Oreste, Eleonora, & Carmela are his siblings?

The Town Offices received a note from the Court of Avellino, with a judgement about the presumed death of Luigi Landolfi.
As you say, the mentioned people are Luigi's siblings, whose father was the deceased Pellegrino.
It says that, as Luigi had disappeared since Oct 12, 1916 during a battle, he was to be presumed dead.
It doesn't say where the battle took place.
