Perhaps we are talking of the difference between Dichiarazione di Presenza (Declaration of Presence) and establishing Residenza/Residence.

The former is an absolute requirement whereas the latter is optional depending upon circumstances?

Also, I forgot to mention: yesterday I finally got my GGF naturalization record!!!!!
I went to get it in person at Borough Hall in Brooklyn---this request I had sent in 2 years ago. I had found the petition number and everything but was still unsure it was him as he also resided for quite some time in Manhattan. The guy sent me the request back saying nothing was found and provided me with the WRONG petition number. Ugh. I wrote it was in pet. book 114 and he wrote on the form 14.
Anyways I found it and that's all that matters! His dec of intent was from 1914, then the petiton is from 1916 and the oath of allegiance is from 1917. My grandmother was born in 1915 so I guess I'm good to go. This also solved my problems with his birth certificate: his town was NOT Bertone but Bertone Pari which was right next to it. Today it's not even on the map but I'm still worrying that I will still not be able to find his birth certificate; the last thing I need!
If I do manage to get it, I should be good to apply by Oct/Nov. of this year.

Also, on sidenote, although residency is required to get citizenship in Italy it is NOT 3 years. That is under another category. If you are living in Italy and are interested in getting your citizenship from grandparents GGP's etc..you are under the "K 28"

They recommend it but it is not required. Residency allows you to do certain things like get your license, own a car, vote in parlamentary elections etc but as far as being legal in Italy.....I am. As a student in an American University in Italy I tried to get my residency but they said I wasn't able to.
Holly, sorry, but I didn't mean to suggest that you were doing anything illegal. My purpose was to clarify the residency part, especially for those individuals applying for citizenship in Italy. Residency isn't a choice for an individual planning to apply for citizenship - you apply wherever you are a legal resident. You can certainly come to Italy as a non-resident and apply, but residency IS involved in the process. Perhaps as a student in Italy, you weren't allowed to have residency - I know nothing about this. When you have your documents ready to submit to the comune, you will discover the connection. (BTW, where is the quote above taken from?) All in all, I refer everyone back to the posts in this thread with links by Teddi for accurate information.

Perhaps this was supposed to be Bertone Bari? A no-longer existing frazione of Comune di Bari?

Other than that possibility, the only Bertone places I see in modern Italy are a frazione of Comune di Ottone in Piacenza (Emilia Romagna) and another frazione of Comune di Goito in Mantova (Lombardia).

It's the one in Ottone--same hill as Bertone my relatives there tell me. Bertone as of now only has 10 residents and that's mostly just summer vacationers whose relatives are fromt here. Bertone Pavi I'm sure is either no longer existing or is more or less a part of Bertone.

Don't worry about it Kontessa--I wasn't offended or anything; I just wanted to say that residency is absolutely required for citizenship but just not for three years. I'll be getting it when I head back at the end of August.

Holly, this is off topic, but I think I was confused by the fact that you have already been living and working in Italy under a subordinate work visa. I understand that as a student, you weren't able to file for residency, but what about with this type of visa?

Just don't forget to get the declaration of presence when you arrive - this has caused others confusion when trying to submit their documents!

This type of visa is a work visa---I only had my PDS valid for 6 months so I didn't bother applying also because everytime you have to renew your PDS you have to renew your health care card, residency etc and it's a big hassle. Since it's not required I didn't really worry about it and I wasn't sure where to apply for citizenship.
This time I have my PDS valid for a year so it's not as much of a big deal.

Yeah he had a brother named Edoardo/Edward who came in 1902 I think to NY
