Two manifests for one person

I found two manifest for my ggg grandfather, Andrea D'Andrea

They're both obviously the same person. I thought immigrants filled this information out once they got to Ellis Island. One of them has a line through his name, does that mean he was sent back to Italy? That would make sense, only the manifests are dated Jan. 24 1900, and Jan. 29 1900.

The line through his name means he did not sail on that sailing.

I should add that, if the line was through his name and the sailing dates and ships were identical, that would simply indicate that he was listed somewhere else on that ship's manifest.

Since his name appears to be crossed out on the Jan 24th sailing, and not on the 19th sailing, I would say that he had planned to sail on the 24th but arrived at the port sooner than he expected, and there must have been room for him on the 19th sailing. His name would have been crossed out by the steamship company in Italy and not at Ellis Island.
