Understanding which is a city, province, or state?

My grandfather was born in Navarre, Sicily, Italy and I do not know if Navarre is a city, province, town or what and if Sicily is a city or province can anyone explain this to me?, thanks for the help! Rose R.

Rose: really exist NOVARA DI SICILIA( complete and exact spelling) that is an Common in Messina province/Sicilia region..
