Prego or Per Favore

When is it appropriate to use prego as 'please' versus using 'per favore'?

Per favore is used when you are asking for something - as in 'for a favour'. Pass the salt, pick up bread from the store etc.
Prego which is also used as 'you're welcome' (and literally means I pray or I beg) is used for situations such as when you invite someone to do something, as in sit down please, (siaccommodi prego).
At least, that's my interpretation.
