Am I understanding this correctly that the mother Pasqua Rosa Di Michele, wouldn't give her blessing for her son Domenico's marriage because he didn't deserve it? Does it also say he is disobedient? I find this fascinating.

Yes, your interpretation is correct. The mother doesn't want to give her consent because he is disobedient.

Yes, the interpretation is correct but technically he is now age 31 and doesn't need his mother's consent. It seems he's been planning to marry this woman for some time but now he's begging the notary's office to intercede on his behalf to try to get her to approve and consent to the marriage.
