Does the following marriage record in 1870 state that Giuseppe was a widower or previously married?

First one identifies both Spouses as unmarried...
He is "Celibe" and she is "nubile."
The second certainly identifies the same Giuseppe.
Looking at the page before, it appears this is from a parish register. Maybe Giuseppe only married in a church ceremony the first time, and so the civil record for his "second" marriage does not recognize the first since it was not a civil one, and he is considered unmarried.
