Sorry I didn't get a chance to translate this when I posted it for you.

Dated March 22, 1900 at 9:50 a.m. in Frigento
Groom: Carmine Cancelliere, age 23, peasant, born and resident in Frigento. Son of dec Angelo Michele (Cancelliere) and Anna Stanco, living in the town.
Bride: Angela Ieffa, age 25, peasant in the town. Daughter of Nicolangelo Ieffa and Raffaela Montecalvo.
Witnesses were Rocco Ciampi, age 25, property owner, and Carmine Pelosi, age 52, also property owner.
Publications were on the 4th and 11th of March.
The mother of the groom gave her consent (he was under age 25).
The document was signed only by the witnesses, as the mother of the groom and the spouses were illiterate.

As to the 1942 notation in the margin, it doesn't say to whom or what it refers. Quite strange.
