My father was born in Hungary. He had an Italian passport. He used it to flee Hungary in 1948 but it appears his birth was never registered in Italy (or if it was we don't know where it would have been registered). His father (My GF) was also born in Hungary. My GGF was the one who moved to Hungary from his birthplace in Capo D'istria. He was born in, before Italia came to be. We have birth certificates for all of them, issued by local (not Italian) authorities. I don't think any of the foreign births are registered.
Would a Slovenian issued birth certificate documenting birth in what was at the time an Italian province be enough to begin building the chain that would lead to me? Or is this a lost cause?

Re: Born before Italy
It is quite possible that you qualify. Keep in mind that most Italians who were born on foreign soil did not have their births registered in Italy.
Did anyone naturalize in either Hungary or elsewhere? If so, when? I sent you a PM with more information.
Best of luck.
Emily.

Re: Born before Italy
No naturalizations that we can find. Hungarian documents (marriage) identify them as foreign.
