WW1 - Did my grandfather enlist or was he drafted

My grandfather, Salvatore Puma, born in Racalmuto, Sicily, was inducted into the US Army on May 28, 1918, 2 days after his twenty second birthday. I thought if I Googled about the WW1 draft, I would be able to tell if he was drafted or enlisted, but I don't understand how that draft worked (apparently 10,500 numbers were drawn, but I don't know how applied). He served in France and was honorably discharged on June 5, 1919. His army serial number was 3,197,381.
