I would say both Luigi De Vito (b. 23 May 1891 and Carmela Palermo (born 27 December 1889) were born in Apice, according to the note. However, I do not find either of their births in Apice for those years.

FYI - the surname Palermo is found in Apice

Here is the index record of the birth of a child of this couple - Raffaela de Vita - in Apice in 1910

Carmela Palermo
mentioned in the record of Raffaela de Vita
Name: Carmela Palermo
Sex: Female
Husband: Luigi de Vita
Daughter: Raffaela de Vita
Other information in the record of Raffaela de Vita

from Italy, Benevento, Civil Registration (State Archive)
Name: Raffaela de Vita
Event Type: Birth
Event Date: 23 Oct 1910
Event Place: Apice, Benevento, Campania, Italia
Gender: Female
Father's Name: Luigi de Vita
Mother's Name: Carmela Palermo

Certificate Number: 133

Here is the link to the actual birth act (#133) for Raffaela -
Father: Luigi de Vita, age 19, farmer. ---- his place of birth is not given, he resides in Apice.
