I would appreciate help translating my great grandmother's birth record. I am having trouble with the lower half of the second paragraph. Was she brought to the House of the Abandoned?

Act of Birth of Restituta Canuta
Year 1864 on 7 January at 4 PM
Before the mayor Raffaele Cincinelli, official of the civil records of the town of Piedimonte, district of Piedimonte, Province of Terra di Lavoro, appeared Caterina di Cristofaro, daughter of deceased Raffaele, age 61, profession Receiver of the Abandoned, residing in this town at Strada Molino, to present a female child and to declare that this child was born to unknown parents, and was without any clothes, without any apparent sign on the body [like a ribbon, medal, religious card which would late help to identify her] and had been left on the 7th of the abovesaid month at noon at the reception of the Abandoned.
To this child was given the name Restituta Canuta (by the official)
The last paragraph identifies the witnesses to this presentation and declaration. They would have been persons who were "handy" in the town office. One was a servant and the other was a laborer. Then the official read the act to all the participants and only he signed as the others were illiterate.

What exactly would be the "at the reception of the Abandoned" ? The record does not indicate a wheel. Would this mean she was left at the midwife's home or a separate facility for the Foundlings?

One more question. Based on the record, do you think it is likely she was born elsewhere and brought to Piedimonte d'Alife?
All the records I have for her, indicate she was born in Piedimonte or Caserta (I assume the Province) except for my grandfather's baptismal record in New Haven which stated she was born in Dragoni. Perhaps she learned something about her past later in life. I did a DNA test on my father, so far I am finding some 4th cousin and many distant cousin matches in Dragoni and the neighboring villages and all around Monte Maggiore. So it seems likely this clue might be accurate.

Piedmont is a town in Caserta Province.
The word I translated as reception is probably where the abandoned children were received. It was not always at a wheel. Given that the child had no clothes, I am thinking that is was born shortly before it was left, probably nearby, but we will never know for sure.
