Translation of Giovanni Prinzi

Hello! I have found an interesting and strange document for the birth of Giovanni Prinzi in Caccamo. I think that his father was Santo Giovanni Prinzi but his birth was never documented... Could that be correct?

It is on two pages 2673 & 2674 of Caccamo births of 1884.

The document is the late inscription in Caccamo's register of the birth of Giovanni Prinzi, requested by Giovanni himself.
Giovanni Prinzi was born on December 31, 1821 to Michele and Rosa Billaci.

Thank you. This is the second time I have found a "Prinzi" that is just being registered...at the time of his marriage. Thus, his birth was never registered in Caccamo. Isn't this unusual?

His birth had never been recorded in the Archives of the Municipality of Caccamo. Giovanni, on the other hand, was able to present his act of baptism

So here is the other baptism that was recorded...but the municipality never documented the birth. Since I have never seen this before but now with the "Prinzi's" this is the 2nd time witnesses the baptism but not a birth Act from the Government I find it unusual.

More so, I cannot find the death of Nicasio Prinzi nor his wife, Domenica Tedesco. Could they have died and it was never recorded at the Civil office but perhaps with the only the church? Could they have been adverse to government documents? Nicasio Prinzi was also a shepherd so he might not have been around much...could that also be a cause?
