I am an American striving for dual citizenship and have hit a road block. I know my great grandparents were both born and married in the Provincia di Siracusa but can't figure in which commune. I have written to the Stato Civile and the Archivo of the Commune di Siracusa but they couldn't find any info. Her is what I know:
Santo Carmello Rizza, born Oct. 28,1882. Arrived in USA Mar. 02, 1906
Lucia Cipri(Rizza), born Jan. 6, 1890. Arrived in USA Sep. 10, 1909
They were probably married around 1908-09 in Sicily.(He went back for her).
Any ideas would be endlessly appreciated.

According to the 1909 manifest for Lucia Rizza, she was born in Palermo, Sicily. Is this the Stato Civile you contacted? Their daughter, Lucia, was born in Siracusa, Sicily.
Sorry, I can't find the second page for Santo's arrival, which should list his town of birth.

There is a WWII draft card for Santo but I think it just gives his birthplace as Italy

Cost is $27.00, but if filled out properly, provides town of birth & parent names (maiden for mother).

You need to identify the town of origin, pulling US documents such as Naturalization and Soc. Security application is a good place to start, a ships manifest may or may not list the town, sometimes it just states region or province. The marriage ususally took place in the comune/parish of the bride.
Do not overlook US parish records, specific info was given to the parish priest for sacraments such as baptism, ect., ...if you know which parish they attended here you can request any info they may have on the family.
