"Ministero per L'Industria, Il Commercio Ed Il Lavoro" is the title of the document with the subtitle of "Direzione Gerale del lavoro e della previdenza sociale", It was issued in 1919 to my grandmother Anna (Dotta) Feletti. Attached are scanned images of the first few pages. Can someone explain this document (i.e., why it was issued, etc)?
FYI: A child was drawing in pencil on the pages.

It's a 'Libretto di ammissione al lavoro' (as indicated on the first page) issued on the base of a law of 1907 (and following modifications).
The law was made for the protection of children until 15 yo and young women admitted to work, the minimum age for work was 12, some more for particular or dangerous works.
The document should attest the child's primary school attendance and contained a medical certification of health conditions.
