in few words, 4 witnesses have declared under oath that Pasquale Aulicino, father of the groom Michele Aulicino, is dead and they don't know when and where.

Affinché consti la verità se n'è formato il presente verbale a norma del decreto di 22 aprile 1809 che viene sottoscritto dai testimoni, da noi e dal segretario avendo detto tutti gli altri di non saper scrivere.

Translation:
