i'm a bit confused...is this an act of recognition...parents Angela Maria Sisto (di Bernardino) and Vincenzo Cerrati (di Francesco) and they married 2 mar 1910 in Mirabella Eclano?

That Giuseppe Gasporetti is born in Ariano 21 Mar 1898 and his wetnurse is Concetta Cardinale?

that the recognition?? is recorded 8 feb 1911 in ariano.

In the document you posted the child is declared:
1 - child of AngelaMaria di Sisto (birth #32, dated 21 March 1898) with recognition naming him Giacomo di Sisto.
2 - the legitimate child of AngelaMaria di Sisto and Vincenzo Cerrati, by their marriage.

Here is the original birth act for Giuseppe Gasparotti - 2 March 1898 (as you stated) in Parte II
He was found at the wheel and given the above name.
The annotation references the Sentence of the court that he is Giacomo di Sisto. This stipulation by the court appears to have been made o 9 November 1911, and is #5 in Part 2, series B of the 1911 births.

Giuseppe Gasparotti (foundling, registered in Ariano 1898 March 21 act #32 Parte 2) and Giacomo Di Sisto (registered in Mirabella Eclano 1898 March 21 act 52, born the day 20 to Mariangela Di Sisto, daughter of Bernardino, and no father) are the same person and the act in Ariano Irpino is withdrawn.
Further more Giacomo was legitmized by the married couple Vincenzo Cerrati and Angelamaria Di Sisto. Giocomo's surname is now De Sisto.

The Court ruled that Giuseppe Gasparotti and Giacomo di Sisto are the same person, born on March 20, 1898 in Mirabella Eclano who is recognized and legitimized by the spouses Vincenzo Cerrati and Angiolamaria De Sisto and takes the name Giacomo Cerrati.
