Translation of Birth Record - Vincenzo Gandolfo

Hello! Can someone help with the translation of this birth record from Marsala, Sicily? I have attempted to translate the document myself but it is definitely not correct. It is the last record on the page

My attempted translation:

The year one thousand nine hundred and five, on the twenty-first of March, at nine and thirty minutes, in the communal house. Ahead of me Paolo Pugliese Secretariat at the third division (meant as an administrative office of Town) delegate with act already appointed on thirty-one July 1892 as Civil Registry Officer of the Municipality of Marsala appeared Gandolfo Vincenzo, thirty-nine years old farmer, domiciled in Marsala, who declared to me that at eighteen o'clock, on the nineteenth of the current month, in the house located in Villa Randa - at number -, from Arini Francesca his wife domiciled with him.

A male child was born who he showed to me, and to whom he gave the name Vincenzo.

Present as witnesses to the above and to this act were D'Amico Felice, aged thirty-eight farmer, and D'Amico Giacinto, aged forty farmer, both residents of this Municipality. After reading the present act to the standing people, they all said they can't write, so it was signed by me only

This is the part I'm confused on

"appeared Gandolfo Vincenzo, thirty-nine years old farmer, domiciled in Marsala, who declared to me that at eighteen o'clock, on the nineteenth of the current month, in the house located in Villa Randa, "

We do not have a time of eighteen o'clock so I think I may have interpreted incorrectly. How do you translate the that portion?

They are using the 24 hour clock not the 12 hour clock. So "ore diciotto" i.e. eighteen hours would be 6 pm. 23 hours would be 11 pm etc.
