marriage and census records

i have to questions that i hope someone can help me with.
1)i have all necessary records to apply for citizenship except marriage certs.i cannot find them for my great grandfather that i am going through and his son my grandfather who never married my grandmother although they lived together for many years.my question is:will the consulate still except my application without these certs?i have all other records needed.

2)can anyone with searching the 1910 census record.where can i find it.
the person iam looking for is

giovanni scaltrito born april 18,1890 in santa teresa di riva italy.came to the u.s. around 1905.first went to boston and then to philadelphia around 1907 or so.i do not know his wife's name.but had brothers in philadelphia by the names of:salvatore,francesco and giuseppe all lived in philadelphia.giovanni had 1 son born may 3,1909 in philly(antonio or anthony) and 2 other children giulia or giulietta(1912) and samuel(1915).

- married one year
- immig 1907 Al

wife Ermindina Scaldrida 19 (abt 1891)

son Toney Scaldrida 11/12 (abt 1909) PA

note per 1917 WWI Draft Registration Card
- occupation, Hat Maker
same as possible 1910 census

Belmoro i have the same question/problem. i cant find a marriage record for my great grandfather who came from italy. i have proof that he lived with my great grandmother and that they used the same surname. will that suffice?

from what i've been told it can go either way.depending who you see at the consulate.one person told me that the consulate in miami wasn't phased by not having the marriage cert.i think it just depends.i'm going to try and keep my fingers crossed.all the documents i have support my direct line.
