Re: contacting uscis
Hi,
I believe the response from Lee Summit will be from USICS.
http://www.ice.gov/about/legal.htm#foia
In order to get naturalization records from USICS you have to file a FOIA (freedom of information request - privacy) YOu are requesting personal information and they require you to prove you are entitled to it. Thus you have to show your relationship to the individual and that they are deceased. If they are still alive, they have to request their own information.

Re: contacting uscis
You can send requests for a "No Record Certification here:
U.S. Citizenship and Immigration Services
4th Floor, Record Services Branch
111 Massachusetts Avenue, N.W.
Washington, D.C. 20529
It may get forwarded to Lee's Summit, Missouri, but I'm not sure. It won't delay your request much, though.
For a copy of your ancestor's immigration file:
U.S. Citizenship and Immigration Services
2nd Floor, FOIA Unit
111 Mass Avenue, NW
Washington, DC 20529
