I remember that for somebody I sent a request via fax in order to get a certificate.

To whom it may concern:
In the summer who works in the vital statics in italy there are few people working and a big amount of requests from all over the world, because other workers are in vacation so the research is slow.
I suggest you to wait september or october to send any request, this way you will not wait forever to have a reply from them
