Birth records begin with the year and date that the father (or declarant) came to town hall with the infant to record the birth.
In the second part the date is recorded again. This is the actual date and time of the birth.
"il giorno 7 del Volgente mese di Dicembre corrente anno"
the day 7 of the ?? month of December current year
What does volgente mean? These birth records are from 1866-1870's in Amantea.

Thanks Peter. My Italian education continues. Keep recommending Tafford Cole's book, it is a fantastic resource. Between its examples, my dictionary and help from you and Suanj, I am becoming competent in reading these birth records. The handwriting gets easier the more I read it. Sometimes translating the word is the easy part, figuring out how to equate a word or term from the 1860's with today's vocabulary can be the challenge.
