State Laws on Birth Certificates

I am collecting my documentation for Italian citizenship but it appears recent laws may prevent me from getting certified copies as the consult wants. Has anyone recently had to deal with Illinois. What can be done if they refuse to give certified copies of 100 year old birth or marriage certificates? Montana won't give me my grandfathers birth certificate but fortunately my father is still alive and they will give a certified copy to him. I still haven't found records I know are in Illinois sonewhere and will proably have to hire someone from that state to find them. Does anyone know of a good researcher in Illinois.

Access to birth records is restricted due to privacy rights and fraud prevention. But its my understanding that you can request special "dispensation" via mail for a certified copy of a birth/death/marriage record if you can prove linage. Ive found it VERY helpful to call and explain the situation.

It might also be helpful to visit the the county clerks office of the county of birth. Here again, its helpful to visit in person, gete to know the county clerk, and ask for their assistance.

Uncertified copies of birth records for genealogical purposes are available to individuals who arent entitled to receive a certified copy if the person's date of birth is more than 75 years. A copy of the birth record of any deceased individual may be obtained by completing a special application form and showing proof of the death.
