Any help is appreciated.
Recently received notification on search of records not found.
Is there a form to fill out from the USCIS, to obtain certification
of non-existence of a record?
Any best way to word the letter? Reference the case number sent
from the USCIS?
Hopeful here to obtain dual-citizenship.

Check with www.italiancitizenship.freeforums.org I believe some of the posters there have gone the "no record" route.

Not sure if this is what you're looking for. I recently received a No Records Found from USCIS. Within that letter, they provided detailed information on how to obtain the Certification of Non-Existance of Naturalization Records.
They advised me to write to the following address (and include a copy of their No Records Found Letter.):
U.S. Citizenship and Immigration Services
ATTN: Records Operations Branch
1200 First Street NE
Washington, D.C. 20529-2204

That is what I am looking for. Your help and from others on this
board allowed me to do more research.
When I received my letter it didn't mentioned as yours did to write
to a particular address.
I will take your advice and from others I received; by sending copies of
the No records found letter and a copy of the certified letter I got from
the State of Colorado which used the same search criteria as
that for the USCIS. Most probably be sending the letter off this week
after making sure its worded properly.
Hopefully that will speed the process up with USCIS.
I am reticent in some ways to list the purpose of why I am
seeking the Certified letter.

Tell them you need it as soo as possible since you are seeking to trace family medical knowledge concerning certain inherent diseases that might develop during pregnancy. =Peter=
