The first manifest you have posted shows in the very last column on the second page that Vicenzo's place of birth is Wilmington, Delaware. His mother is listed as Candida, Avellino... Not sure if the "dittos" for Umberto and Filomena mean Candida, or Wilmington
Column 8 on page 1 lists USA for Country or Nationality...after that is the last permanent residence...which is Avellino.
BUT then you have the 1930 Census (and censuses are known for being inaccurate) which lists him as born in Italy.
I'm only guessing, but I think that the number next to Vincenzo's name on the manifest is a passport or visa number. I'll have to check that out.
So, yes, I think you can narrow down Avellino to the comune of Candida...

When you write for birth and marriage records, you will still write to Avellino.
