Can you apply for citizenship at any conusulate in the US?
I understand that consuls have jurisdiction, but are you able to apply at any consulate? The consulate that us under Alaska's jurisdiction is San Fransisco, but I need to go to Arizona to visit family soon so the obvious choice would be to visit LA to apply instead of going to SF. Is this possible?

You should research this yourself. Through dedicated research on various forums, governmental websites, Ancestry.com (free trial), Archives, etc... I was able to find everything I needed to begin doing some serious research and paper tracking. It is difficult work and someone won't do it for you ...
