how does the process work - local consulates
Do the local consulates look over your paperwork and then make the decision and issue your papers? Or, do they look them over and send them to the embassy or to Italy and insturct papers to be issued? Or do they send them off, and the embassy or Italy look them over and make the decision?

The decision is made at the consulate. The documents are then sent to the comune for registration. Some consulates allow you to apply for a passport as soon as they make their decision; other wait for registration to be complete.
