Hello,
My application was just submitted with the courts as a 1948 case. I guess judges are starting to ask for proof on why you can't use the male line and go through the US consulate. I need to figure out how to get a hold of a certified copy of the attached document (so I can get an Apostille to submit in court). Does anyone have an idea of which agency I might be able to get this from? My google searches have not been convincing so far.

You should be able to get this from USCIS.

Yes definitely the USCIS and as you have the C-number that is listed on the document - which is what you require to request copy of the doc it should be very straight forward.
