Briefly, I believe it is a certificate from the official that the groom is free from military obligation for the marriage.

Hopefully, someone will give you a more complete translation.

This is a document indicating that the groom was free to marry. He was free from every military commitment, as well as free from any previous marriage. So he was free from any military obligation and wasn't already married. Sometimes this type of certificate also indicates that the groom is free from any religious obligation, meaning that he is also not a member of any religious order.
