Next step procedure

Hello,
I am at a crossroads with a number of my surnames. Their documents are on roles of film that are only partially released, thereby making them not available online. Yet they are legally capable of being released except for that, they are on a larger role. I am believing that my next step needs to be To write a letter to the town in which my ancestor Lived, etc.
Is there a form or a guide
As to how to proceed with this next step, what are the rules? meaning Should I send fees? Should I obtain a genealogist who physically lives in Sicily? Is there a database for those that know how to navigate physically or have connections with the different towns to have the records physically looked up.

Linda,

Some records are duplicated by FamilySearch and Antenati. If you can be more specific about the wall you've hit, there may be a work-around.
