The notation is not one concerning marriage. It has to do with the fact that the baby's father did not make the declaration of the birth and presentation of the infant at the town hall. The midwife did so in his place because he was "impedito." He was physically unable to appear-something was preventing him from doing so.

Thank you so much Erudita. I was hopeful. Lots of missing marriage records in 1890 so much wanted to have some information in this.
