Margin notes in Nicola Repole birth record

Hello, I am looking for help in translating some information in the margin of a birth record. Nicola Repole was born in 1904, but underneath his name in the register margin, there is a note. It appears that it has something to do with the Ministry of War. Did Nicola die? And what does the date 12_4_1917 refer to?

I believe the note refers to Nicola's father (il genitore = the parent)
who died in the war, as communicated by the Minister of War on 12 April 1917., #2138 (or #211138)

Let us hope for someone to take a look to confirm or correct :D
