Actions of the Board of Special Inquiry at Ellis Island

Hello to everybody.

I would like to ask something about the actions of the board of special inquiry at Ellis Island.
An individual was initially ordered exclusion and deportation. However, two days later he was admitted. What may happened in those two days and he was admitted?
