I am trying to find a birth record for Maria Teresa/Theresa BALERIA her family is from the area of Salto, Torino, Piedmont, Italy, however she told members of the family she was born in France. How do I find her birth Record?

If Maria Teresa's family was from Salto, even if she was born in France her birth MAY have been recorded in Salto.
Check the year of birth and the years following. It would have been recorded in Parte II.

Salto is a frazione (hamlet) of Cuorgnè, Torino - you should check those records as well.
Cuorgnè is very close to the French border...

Here is a marriage for a daughter of Nicomede Baleria in 1911 in Salto.

Groom: Antonio Pecolatto, born 27 April 1868, farmer residing in Salto; son of deceased Giovanni and [living] Teresa Percolatto, farmer residing in Salto.
Bride: Maria Domenica Clara Baleria, born 14 December 1893, worker residing in Salto; daughter of Nicomede [Baleria] 62, blacksmith residing in Salto, and of deceased Maria Genta, farmer who resided in Salto in her lifetime. [Nicomede's listed age makes his birth about 1848-49]
It states that the groom was born in Salto, and the bride in Cuorgne', and hat both reside in Salto.
Banns of marriage were posted in both Salto and Cuorgne'.
Nicomede Baleria signed the record with the couple, and the witness, as well as the official.
