I'm new to the forum. I would like to express my appreciation for the wealth of information here. It has been immensely helpful these last 8 months as I've researched my family history and gathered documents for citizenship.
I now have a couple personal questions that I'm hoping someone can help me with.
After searching extensively for my great-grandmother's birth certificate (born 1904) in Luzerne County, PA, I have come up totally short. I searched the register of wills (where births in PA were recorded prior to 1906 in PA), state archives, and national archives, but nothing came up. It's been suggested to me that because she was born at home, the birth was likely never recorded properly.
QUESTION 1: I have numerous other documents showing that she was born in Luzerne County, PA. I plan on filing for a court order to have a delayed BC created. For those who may have been through a similar case in Pennsylvania, did you hire an attorney and file in Pennsylvania or your current state of residence? I'm located in California and looking for the path of least resistance.
QUESTION 2: involves my great-great grandfather's birth certificate in Serradifalco, Sicily. The comune there was able to find his marriage certificate, but said they don't have 1868 birth records available to them. They told me to contact the Caltanissetta state archive to find his BC. Unfortunately, after emailing them, they aren't responding. I've tried familysearch and ancestry.com, but both haven't turned anything up. Has anyone been in this kind of situation where they have to find a BC from a state archive rather than a comune? Your inputs would be greatly appreciated on where to go from here. I'm starting to think I may have to hire a professional for this one.

Thanks for your reply. His name is Raimondo Rizzo, I have his birth date as November 21, 1869, but the archivist at the Comune of Serradifalco said that he was born in 1868 and not 1869, so that confuses me a bit. His marriage was to Rosa Micciche' on April 29, 1894 in Serradifalco. I have included the certificate they provided me.

Never mind... I found it in the 1868 births in Serradifalco.

Raimondo's parents' names match with what I have on all the other documents. It's just unusual that all the documents I have say he was born on the same day and month, but in 1869 rather than 1868. Notably US naturalization documents. Do you find this to be common? Also, did they misspell his name as "Raimojdo?" Will these discrepancies give me a lot of trouble with applying for citizenship?
How do I now have this information written into a proper birth certificate since the comune in Serradifalco cannot do it? The state archives cannot issue birth certificates, correct? My apologies, I'm still very much a novice with all this.

The spelling of Raimondo is my typo. Sorry.
Yes, it is common to find the day and month correct, but the year off by a year or two.
You do need a certified copy of this birth act.

How did your case go for getting the delayed birth record created in Pennsylvania? I am going to have to do the same thing. I'm a lawyer but this is pretty far outside my practice area, and am not a lawyer in PA.
