Working through the documents for my citizenship application. Other than some given name changes I will have to amend I'm pretty set.
My GGF did not naturalize, as stated on his death certificate and various census, so I'm requesting a statement of non-existence from the USCIS.
After reviewing the requirements from the Philly Consulate, I noticed the following to naturalization: "YOUR PATERNAL GREAT GRANDFATHER’S CERTIFICATE OF NATURALIZATION or his Italian passport and permanent resident card (“green card”)".
Is the USCIS statement of non-existence enough or do i also need his passport and permanent resident card? If so, where do you find these?

You missed the second option:
b. Record from the USCIS Genealogy Program, 1200 First Street NE, Washington, DC 20529-2206. Follow the procedures on the Genealogy web site www.uscis.gov/genealogy .
2) If the Research shows NO RECORD:
a. If the death certificate shows the Nationality as Italian, no further document is required.
b. If the death certificate shows the Nationality as USA or there is no item for Nationality on the death certificate, two Census documents are required, one before and one after the birth date of the son/daughter of the person born in Italy. Furthermore, if the death certificate shows the Nationality as USA, the document must be amended in order to reconcile it with the fact that the person was Italian. If the Census data is not available (Census after 1940), a letter from the Comune in Italy where the person was born is required. The letter should state that the Comune has no record of the person having acquired another Citizenship.

His death certificate doesn't state a Nationality.
Census info I've found thus far is riddled with errors or is missing. My grandfather was born in 1907, here is the problem with the census data i found:
1900 - Found the Family with given names and surnames switched. GG Parents and Great Uncle info looks correct
1910 - Can't find any records. My GGM died a month after giving birth to my GF. Family lure is the kids were put into orphanage until my GGF remarried in 1913.
1920 - Nick Names used for GGF and new wife. My GF's name is illegible
1930 - Same Nick Names and my GF started going by a different name. Joseph instead of Guido. He did this on all documents after 1929ish.
All state my GGF was an alien, but the inconsistencies worry me.
