Side Note: On 28 April 1921 marries with Pasquale Arini.

It might still need a tweak.

The following maybe sounds clearer:

Before me, Paolo Pugliese, Secretary at the third division, delegated by an Act on 31 July 1897 already approved Civil Status Officer of the Municipality of Marsala,

or not?

This makes better sense. I just could not decipher the script in that last phrase. I can see now the two words "meco lo" but the word "soscrive" I don't recall seeing before. So it is a new one for me. It's not in my dictionary so I have now added it. I see that google translate have it in their system. (Maybe they've just added it.)

I always appreciate your expertise, mmogno.
