Quick update and question- I just heard back from the National Archives. They were unable to match my ancestor with any naturalization record in the NA, and I was advised to contact the county clerk of the county in which he lived, which would be Onondaga county, New York in this case, and also USC...

Hi: Why don't you request a copy of your grandmother's NY death certificate? It will list both her parents names. Not entirely reliable. The address in 1940 was 2224 Terpsichore and, according to the census, they were at the same address 5 years earlier in 1935.
