I would say that the surname SICO could be SICA, a tipical surname in Avellino and provincia.

I have written to numerous other comunes and to provinces di Consenza, Catanzaro and Crotone, but get no replies, despite requests with cash included.
I think you letters have been stolen before arriving at destination. Try to contact Comune and Provincia asking alternative method to send money ...

The passport to came in Usa from Italy, now as in 1910, had to be requested at the local "QUESTURA" department of "POLIZIA AMMINISTRATIVA".
Now those historical files are conserved at the "Archivi di Stato".
Every italian "provincia" has one of it.

The Piazza you say is Piazza Plebiscito, not so near to spaccanapoli, but in the same area, the most ancient in town.
